The relevance here is the fact that David John Caporn was in charge of the police investigation into the murder of Mosman Park jewellery store owner Pamela Larwence, who was attacked and murdered at her jewellery shop on the afternoon of Monday, 23rd May 1994. The reason for the High Court quashing was because lawyer and barrister John Quigley, the now Attorney General of Western Australia, who prepared legal and factual submissions to support the appeal, convinced the High Court that former Western Australian Commissioners of Police David John Caporn, Mal Shervill, other WA Police and top senior DPP Prosecutor Kenneth Paul Bates, has effectively conspired to pervert the course of justice, by presenting misleading evidence and withholding material evidence at Andrew Mallard’s Murder Trial. In the year 2007, as a result of a Corruption and Crime Commission Investigation into the Andrew Mallard Case, led to the two now former assistant police commissioners Mal Shervill and David John Caporn, being forced to immediately resign from the Western Australian Police Force, before an Internal Polce Investigation into their illegal and wrongful acts proceeded.

Andrew Mark Mallard (16 August 1962 – 18 April 2019) was a British-born Australian who was wrongfully convicted of murder in 1995 and sentenced to life imprisonment. Almost 12 years later, after an appeal to the High Court of Australia, his conviction was quashed and a retrial ordered. However, the charges against him were dropped and Mallard was released. At the time, the Director of Public Prosecutions stated that Mallard remained the prime suspect and that if further evidence became available he could investigated whether there was misconduct by any public officer (police, prosecutors or members of parliament) associated with this case and made findings against two policemen and a senior prosecutor.
Mallard died on 18 April 2019 in Los Angeles, the home area of his fiancée, at about 1:30 am local time, after being involved in a hit and run.

From 1988 onwards the WAPF had collected evidence of the finger prints and DNA of Bradley Robert Edwards (BRE), who has rightly or wrongly been convicted by Western Australian Supreme Court Justice Stephen Hall, as being the sole person that planned, and carried out the abductions and murders of Western Australian Jane Rimmer and Irish/Australian Irish Lawyer .. with Justice Stephen Hall stating in his judgement BRE most likely was the sole lone abductor and murderer of Western Australian Sarah Spiers.
BRE has pleaded guilty for breaking and entering and sexual assault charges of a girl asleep in her parents’ home in Huntington in 1988 ... BRE also pleaded guilty in 1990 of a violent sexual assault of Wendy Davis, a young secretary working at the Hollywood Hospital, near Claremont, while fixing telephones for his employer Telecom (now known as Telstra).. BRE further pleaded guilty of abducting in Claremont and raping a 17-year-old virgin at the Karrakatta Cemetery in 1995 ... the WAPF collected the DNA belonging to BRE from the 1995 Karrakatta Rape Victim.
It is beyond belief that after BRE's 1990 guilty plea of a most serious violent sexual assault, with the victim Wendy Davis being at the time believing BRE was going to not only sexually her, but also murder her that day....that the BRE " was described to Wendy Davis by the #police investigating his crime and BRF's Telecom employers in nice friendly endearing terms as "Young Bradley" ... because Young Bradley's father, who also had worked for Telecom was a well-connected Freemason... BRE did not receive a lengthy prison sentence from the court, kept his Telecom/Telstra Job, and in fact BRE received a promotion to manager status from Telecom/Telstra .... I think it’s important to see how wrong authorities/the media/the community can be about suspects and the real cost of “guilty until proven innocent” thinking. These are good examples that appear not to be largely due to bad “science” (like many fire cases in the past), so they are all the more impactful with regard to the take-home message about treating suspects fairly/as human beings.

Well yeah, black women have been going missing in Perth for thousands of years. It's an americanised term, sure, but it was more of a statement about the media climate around the cases.
Early police were on the take and avoided prosecution. They found a scapegoat. The CSK worked in the telephone exchange down the road and knew everything about early investigators. Look at the Mallard case and proximity heroin dealing in the street. Pam Lawrence knew too much and was murdered by Simon from Scarborough who was killed in Albany prison as soon as he was named. Everybody in that case is dead. Mallard died a few years later, run over by a car in Los Angeles. Ironically, Rainey was in court with the same police being investigated when his wife disappeared and he was charged when Corryn was found in "Kings Park" and a label found nearby from a wedding game, with, "The Queen" on it.
The Claremont Serial Killer – now known to be a man named Bradley Edwards – haunted the upmarket suburb of Claremont, Perth, Western Australia, and its surrounding communities for more than two decades until his arrest in 2016. The investigation was the longest-running, most expensive investigation in the State’s history and one of the largest in Australian history. Between 1996 and 1997 three young women disappeared from the area after attending the local nightclubs, and a 17-year-old girl known only to the public as “Lisa” was also abducted from the area then violently assaulted at Karrakatta Cemetery in February 1995. Nearly a year after Lisa’s attack, 18-year-old Sarah Spiers would disappear in the early hours of January 27th 1996, followed by 23 year old Jane Rimmer in June 1996, and 27 year old Ciara Glennon in March 1997.
Sarah’s 1996 vanishing created a stir in the community in what might cynically be described as Missing White Woman Syndrome, but it wasn’t until Jane Rimmer’s disappearance that the public really stood to attention. The police’s deepest fears were confirmed when a young mother picking flowers stumbled across Jane’s partly-nude body in a recess of bush on the side of the road – Perth had an active serial killer. Ciara Glennon would go missing in 1997 with her body found by a worker just weeks later. The conclusion was simple: a serial offender was targeting young, attractive, well-off women who were vulnerable to abduction in the early morning hours after a night of drinking and partying in Claremont.
In the interest of brevity, I won’t go into the details of every major suspect in the case other than to say that Edwards was on nobody’s radar until his arrest. It wasn’t until 2008 that Lisa’s attack at Karrakatta was definitively linked to the disappearances of the other girls. A miniscule amount of matter taken from Ciara’s fingernail clippings produced the DNA profile of an unknown male. It matched semen taken from Lisa’s clothes but did not match any major suspect. It was another 8 years before the real breakthrough was made and the sample was matched to a 1988 home invasion. Investigators recovered fingerprints from that case which were matched to Edwards, whose prints were taken following an assault he committed while working as a telecom technician. They had their man. Edwards could not be convicted of Sarah’s murder as her body was never recovered, however he plead guilty to the attack on Lisa and the 1988 home invasion. He would also be convicted of the murders of Jane and Ciara and received a life sentence.
While the man has been brought to justice some questions remain regarding the case: Where is Sarah Spiers’ body? Was Edwards the teen boy seen stealing underwear and flashing strangers in the late 1980s? Did Edwards commit any other murders, particularly those of Julie Cutler in 1988 and Kerry Turner in 1991? And who was the man that was caught on CCTV talking to Jane Rimmer the night she disappeared?
It seems that we now have an answer to that last question. Like the other girls, Jane had been out clubbing with friends that night. Over the years her friends have painted a consistent picture of Jane’s mood and behaviour on that night out. She appeared preoccupied and forlorn, often looking around as if to search faces in the crowd. At the end of the night, she elected to stay in Claremont alone while her friends went home. She appeared to have been expecting someone. This interpretation of events was bolstered 12 years later – the same year that the first DNA match was made – when WA police finally revealed that they had CCTV footage of Jane and released it to the public. The footage showed Jane alone, leaning on a post outside The Continental just after 12am, seemingly waiting for someone. The poor-quality video showed Jane excitedly smile and greet an unknown male who walked over to her. The angle then changes, making these the last known images of Jane alive.
Investigators were now hoping that the public could identify the young man caught speaking to Jane or that he may recognise himself and come forward. Despite having the footage all this time, police didn’t think it was important. Firstly, they theorised that the girls had all been abducted after taking a ride from a taxi driver – or somebody masquerading as a taxi driver. Secondly, they quickly developed a shortlist of suspects none of whom matched the physical description of the mystery man. Now, however, they knew their suspect list was moot and they were looking for someone that had not been identified as a person of interest up until that point. Could this man have been the perpetrator? At least one friend alleges that Jane told her she’d be meeting a new friend named “Bogsey” in Claremont that night – a nickname that Edwards was known by while in high school. Was this who she was looking for? Was it him in the footage? This information was not brought up at trial. It later transpired that police had more footage of the victims and potentially had footage of Edwards at a local petrol station the night of Ciara Glennon’s disappearance. However, the man in Jane’s footage remained unidentified even as Edwards’ trial came to a close.
In a surprisingly under-the-radar revelation, journalist Bret Christian claims to know the answer to this mystery. Christian is a respected journalist in WA, and his local Post newspapers were operating in suburbs around Claremont as the murders were going on. In 2021 he published Stalking Claremont, a comprehensive breakdown of the case that gripped the community in the 90s, and again in the late 2010s following the arrest and trial. It was after reading this book that a man came forward to Christian directly to reveal a secret he’d harboured for many years: he saw Jane that night and he was the man in the footage. Christian included the man’s story in the afterword of the second edition, release this year (2022). Like many of the details true crime fans ruminate over, the solution turned out to be quite mundane.
The man, who was not named or identified in the book, told Christian that he and Jane had grown up in the same area. He had attended the same school as Jane and her older siblings and was well acquainted with her family. His version of events was that he was out clubbing with a separate group of people and happened to bump into her outside The Continental. He hadn’t seen her in years and said something like “Little Jane Rimmer, all grown up!”. They chatted briefly and went their separate ways again, with him probably being the last person to speak to her. He immediately recognised himself in the CCTV footage but chose not to come forward due to struggles in his personal life. He also feared becoming a suspect in the case and the damage it may do to his life. This fear was not unfounded, as three key suspects – Lance Williams, Peter Weygers, and Steven Ross – all suffered years-long campaigns of surveillance and harassment at the hands of investigators who were convinced of their guilt. All three suffered major personal upheaval, psychological distress, and medical complications as a result of the stress. Perhaps I’ll write up an article on these respective suspects and their experiences if anybody is interested to hear about them.
And that’s it! This turned out a lot longer than I anticipated but I wanted to make sure the total context was explained. I’m considering writing more about this case since it’s local to me and I’ve been down a rabbit hole with this book and other information online. Specifically, I’m thinking of writing up some of the missing persons/murder cases which are suspected to be linked to the Claremont killings especially Julie Cutler and Kerry Turner so if anybody is interested let me know in the comments. Please share the stories of all the players involved! Your writing is quite engaging and a resolved mystery still can be explored from multiple angles! I'm especially interested in how the suspected men were treated by the police and media. That's something we ignore often.
Can't really blame the guy for not coming forward, especially when you consider how the WA police routinely vilified witnesses and the entire force was rife with corruption.
The Claremont case was solvable very early in the investigation. It will be studied for a long time as a prime example of what not to do.

Yes, please do! The 'collateral damage' inflicted upon the (ultimately) innocent during the course of such major crime investigations is often overlooked or outright forgotten in the wake of successful prosecutions. These people deserve to have their horrendous experiences detailed, if only to act as a warning in future investigations...
I lived in Perth during my younger years and eventually returned to the UK. The Claremont killer put the fear into me like a phantom bogeyman. I was so happy to hear he’d been caught.
It's so surreal for something like this to happen so close to home hey. Just the other day, after reading the book and talking to a mate about it, I learned that "Lisa" is married to a friend of mine's boss. It feels so alien then something like that hits you in the face and you feel how very real it all was and is.
Wow that’s incredible and can’t blame the guy considering the media frenzy and Lance Williams etc. I remember Sarah’s friends coming into my workplace and asking if they could put up posters. Also remember hearing about discovery of Jane’s body while in a shop and everyone talking about it. When they arrested Edwards I went straight to where Jane was found and left flowers. I couldn’t believe they’d finally found the psycho. I wish he’d fess up to where Sarah is, her poor family.
I followed this case closely over the years, including the very detailed Claremont podcast during the trial. I too wondered why the person in the footage was not identified. How do you feel about that guy not coming forward to identify himself? I wonder if his ex wife , daughter or anyone else who knew him will ever do an interview.
You're write up is great and I love reading about this case. I'm just going to nit pick one tiny detail - I was a teenager when Sarah Spiers went missing and I can tell you for sure that the public took notice.
Yeah! I probably glossed over it, I know a lot of effort and attention went into Sarah from the get-go but it was easier to dismiss as a once off thing until Jane disappeared. The book talks a lot about that period and how a lot of people were concerned, but there was also a lot of people who didn't take the risks seriously. I just breezed over it to get the basic info in!
Great write up! I started uni in February 1996 and every bus had a ‘Missing’ poster of Sarah Spiers inside.
I can understand “CCTV guy”’s reluctance to come forward.
Love your write up. It’s always made me cross that he attacked a woman while on the job for Telstra and they didn’t immediately fire him. Potentially he would have been less trustable to his victims if he didn’t have a Telstra uniform and van.
Yeah it's a massive massive mistake that I'm sure those involved have to live with every day, but then again I also think that he would have found some other way to operate. Maybe he'd have gone back to blitz attacks or something like this. Thankfully that kind of oversight is way less likely today, though not unthinkable either sadly
Julie Cutler is a big one for me. The circumstances are so odd
I’m from Perth and this case always fascinated me growing up. I was 13-14 when these events took place. I’m so glad they found the killer and that he’ll spend the rest of his life in jail.
My exFIL was a taxi driver in the 90s. He chose to stay away from Claremont just because every taxi driver was under suspicion.
Turns out it’s a Telstra telecommunications operator.
Yep, and they actually had more than a few reports that telecom/telstra cars were seen around the time of the crimes lurking in the area. The taxi theory made sense but at a certain point they should have acknowledged the tunnel vision they had.
So, to make sure I have this straight:
-the mystery man is NOT Bradley Edwards
-“Lisa” survived her abduction, the only victim known to have done so
Are the above statements correct? This seems to be a rather interesting case.
It's right that Edwards was apparently not the man in the footage. RE: Lisa, she is the only know victim to survive after being abducted by Edwards, though he had other living victims who he only attempted to assault but not abduct or kill. Lisa survived by playing dead until she was confident enough to make a run for it. There is the chance that he had other victims that he let go, but who didn't come forward for one reason or another - maybe they were afraid to or just wanted to move on with their lives. It also seems very likely based on contemporaneous reports that he picked up other girls in the area without harming them because the circumstances weren't right for him. The author of the book I referenced also puts forward the theory that the reason Lisa survived and the other girls didn't was that Lisa didn't scream, while witness reports concerning the three missing girls seem to indicate that they did scream or fight and possibly panicked Edwards enough to kill them. Basically, out of flight, fight, and freeze, Lisa froze and that might have saved her in the end.
Edwards met up with his girlfriend Jane Rimmer at midnight.

The mystery man is the guy caught talking to Jane on CCTV. Edwards killed her but he wasn’t the guy on camera. That was an unnamed childhood friend of hers.
This was awesome to see. I’m a Perth native born in the early-mid 90’s and I distinctly remember my parents talking about this case when I was a super young kid. It was like a black cloud over the city in the late 90’s/early 2000’s.
Count me in as another “yes, please do!” vote for both the experiences of other suspects and the possible related cases!
I think it’s important to see how wrong authorities/the media/the community can be about suspects and the real cost of “guilty until proven innocent” thinking. These are good examples that appear not to be largely due to bad “science” (like many fire cases in the past), so they are all the more impactful with regard to the take-home message about treating suspects fairly/as human beings.
Missing white woman syndrome? I absolutely detest that victim diminishing racial term. Secondly it was 1990s Perth, were there missing black women?, no, serial killers at all? Odd statement in context of Perth.

Well yeah, black women have been going missing in Perth for thousands of years. It's an americanised term, sure, but it was more of a statement about the media climate around the cases.

Truth is police here sucks n always gets people killed good example is in one case they could of saved jeanie balding but they went to the wrong carpark something so simple cost balding her life. In Australia we don't interview serial killers we convicted them on whatever n move on never really asking if there r more bodies Australia sucks one time police refused to believe a girl went missing n didn't look her body has never be found here in Australia police do terrible job everytime n media make out they r the best and normal people believe the media well they did back then
Early police were on the take and avoided prosecution. They found a scapegoat. The CSK worked in the telephone exchange down the road and knew everything about early investigators. Look at the Mallard case and proximity heroin dealing in the street. Pam Lawrence knew too much and was murdered by Simon from Scarborough who was killed in Albany prison as soon as he was named. Everybody in that case is dead. Mallard died a few years later, run over by a car in Los Angeles. Ironically, Rainey was in court with the same police being investigated when his wife disappeared and he was charged when Corryn was found in "Kings Park" and a label found nearby from a wedding game, with, "The Queen" on it.
